E-Bike Safety

Starting January 2026, California e-bike laws require UL-certified batteries, mandatory rear red reflectors/lights at all times and strict enforcement for minors. Law enforcement can impound bikes for violations, including Class 3 usage by those under 16 and riding, and parents can be fined for violations.

The City of San Diego offers extensive, growing, and varied bicycle infrastructure, including 27-mile scenic paths in Mission Bay and the 25-mile Bayshore Bikeway. Key resources include the SANDAG Bike Map for route planning and the City's "Get It Done" app to report maintenance issues. Cyclists must follow traffic laws, use lights at night, and utilize 3-foot passing clearance.

What is an E-Bike?

An electric bicycle (e-bike) is a bicycle equipped with an electric motor that assists with pedaling or provides throttle power. California law classifies e-bikes into three categories based on speed and assist type; see Bike Categories chart above. E-bike Laws & Safety Tips


✅ Driver’s license, registration, or insurance NOT required for e-bikes.

🚫 It is illegal to modify an e-bike to increase speed without updating its class label.


Where can you ride? 
  • E-Bikes are allowed on bike lanes, roads, and most bike paths. Class III may have extra restrictions on bike paths.

  • Not on sidewalks, near businesses, or crosswalks (for pedestrians only).

  • Ride in the same direction as traffic and use bike lanes when available.


Safety & Traffic Laws
  • Obey all traffic signs and signals. Bicyclists must obey all traffic laws like a motor vehicle.

  • Stop at stop signs and lights.

  • Passengers only if the bike is designed for them.

  • A helmet is required for riders under 18 (all ages for Class III).

  • Do not ride against traffic.
